Your guide to the City Hall First Floor Lobby in Resident Evil: Operation Raccoon City. Learn how to deal with zombies, USS soldiers, and find vital intel.

Alright, you're going to start off in the City Hall First Floor Lobby. It's pretty quiet at first, with just a few zombies milling about. Don't sweat them too much, they're not a big threat. Your main objective here is BOMB 1, which is located up the stairs straight ahead. The catch? Laser mines are blocking the path.

Heads up: The moment you trigger one of those laser mines, USS soldiers are going to show up. If you're playing as Tweed, you can try to disarm the mines with her demolition ability. Just get in front of the mine, aim, and press the interact button when prompted. Some traps have mines on both sides of a wall, so you'll need to defuse both. Honestly though, Tweed's not a huge game-changer here because the USS soldiers will be alerted anyway once the bomb is defused upstairs. She does defuse the bigger bombs faster, but it's not that big of a deal.

Pro Tip: Make sure to hit up the ammo crate on the bottom floor between soldier waves. You'll want to be stocked up.

Once the USS soldiers arrive, they'll head towards the blockade at the top of the stairs. Your best bet is to blast them quickly with a long-range weapon – hopefully, you've got that Samurai Edge handy. Expect about five of them to appear.
