Alright, so you've made it to the City Hall Second Floor Lobby, and there's a bomb ticking! Don't sweat it, we'll get this sorted. Your first job is to get over to that bomb and defuse it. Just stand near it and hold down that interact button when the prompt pops up. Easy peasy.

Now, as soon as you defuse it, expect some company. A fresh wave of USS soldiers is gonna show up. Some will blast through the double doors up top, and others will come pouring in from the right side of the lobby downstairs. It can get a little chaotic, but we've got a plan.

Here's the best way to handle this second wave: First, toss a frag grenade behind that left blockade downstairs. You know, the one in front of the left set of double doors? There are usually two guys who rush there, and the grenade will take care of them. After that, fall back down the stairs and charge the soldiers who are coming out from those same left double doors downstairs. Trust me, these guys are the real pain if they get into the main lobby. Take them out fast!

The USS soldiers coming down the stairs from the top floor aren't as tough. They don't have as many good spots to hide while they're rushing you, so focus on those downstairs soldiers first. Once they're down, you can deal with the ones coming down the stairs more easily.

After all that excitement, head into the top floor of the Atrium for some useful pickups. You'll find a Green Herb there, and some Stun Grenades, a Weapon Crate, and an Ammo Crate. Once you've grabbed those, your main goal is to go through those double doors on the left side of the lobby downstairs.

Quick heads-up: Don't bother exploring the upper floors of the City Hall lobby right now. If you try, you'll just trigger more USS soldiers to attack you up there. Wait until after you've dealt with the bombs in the Atrium; then, those upper floors will be clear of enemies.

Intel: Keep an eye out for Intel 15. You'll find it on the floor next to some red explosive barrels on the second floor.
