    Go to the Royal Castele Workshop in the Castele Artisans’ District. Head to the Tailors’ workshop at the end of the building. Madam Purl will give you a Training Needle and the recipe for Dandelion Cotton.

    Speak to Spoolie the plushling in the same room to find out what else is needed for Dandelion Cotton.
