To get one, head north to Fort Xialuke. You'll meet Yusuke there, and then you can travel to Grum County-North. Once you're there, make your way to the village on the right side of the map, Arenside. Cross the bridge in the middle of town, turn left, and go forward until you see stone stairs. Head down them, go south across another wooden bridge, and you'll find Huang standing by the river. Chat with him, and he'll give you your first rod, the Bamboo Rod!
