You'll find the Butler's Room on the first floor, south of the Laundry Room. You don't need to enter it until you're ready to face Shivers.

To get Shivers to appear, you first need to lure the Butler ghost. Look for a floating candlestick moving back and forth in the north part of the corridor.

Grab fire from a candle located west of the foyer doors.

Use the fire to light the floating candlestick. This will reveal Shivers holding it.

The Butler ghost is afraid of fire, so he'll flee into his room when he sees you. He'll take a roundabout route, heading towards the basement stairs before turning back towards his room.
