    Meet Jimson to learn about the Tribals, then enter the cathedral to find Nadine.

    Speak with Woodrose, the "tribe mother," and then find Nadine, Catherine’s daughter. Ask her about Jackson; she will reveal his location and give you a key to access him via a ship off the coast and caverns under the Cathedral. She can also fix your scar and restore your hair if you wish, telling you to meet her by the riverboat in a day or two.

    Return to the Riverboat and confront Tobar. Nadine will inform you that she is now in charge and that you must go to the Engine Room to deal with Tobar and discover the truth.

    Enter the Engine Room. Tobar will speak, then attack you. Kill and loot Tobar. Activate the "Familiar Piece of Brain" on the table. You will receive free riverboat rides from Nadine and Tobar’s unique outfit, the Grifter’s Fit.

    Head back down the ramp, cross the coffin chamber to the west, and find a ladder leading near the Ark & Dove Cathedral. Go to Calvert Mansion and speak with Desmond, who will explain his feud with Calvert and ask you to attach a Cogwave Jammer to the ferris wheel in Point Lookout.

    Fast travel to Pilgrim’s Landing and go north. As you approach the ferris wheel, Calvert will communicate with you mentally and instruct you to dispose of the Cogwave Jammer in a trash compactor. You must choose to side with either Calvert or Desmond.

    To side with Calvert: Dispose of the Cogwave Jammer in the trash compactor located south-east of the ferris wheel. Remain near Calvert until he finishes speaking, do not fast-travel, and do not activate the ferris wheel after destroying the jammer.

    To side with Desmond: Install the Cogwave Jammer on the ferris wheel, located west of the House of Wares. Calvert will then attempt to communicate with you, but the jammer will block him. Tribals will attack to avenge their leader, including some on nearby rooftops. Return to Calvert Mansion after defeating the Tribals.

    Approach the Calvert Mansion, which will explode. The quest "Thought Control" will end. Enter the ruins, find a metal hatch leading to a "Panic Room," and speak with the angry Desmond. He will reveal that Calvert is at the Lighthouse. Loot the room and head south of the Calvert Ma.
