Shock Value

Get through the Shock Value mission in Fallout 3's Broken Steel DLC. Find the White House Plaza and the Presidential Sub Level to continue the fight.

Alright, so you've finished up the main story and are diving into the Broken Steel DLC. The mission we're tackling now is called "Shock Value." It's a pretty important one for pushing forward, so let's get you through it.

First things first, you need to make your way to the White House Plaza. Remember all those areas we explored earlier? This is where that knowledge comes in handy. Once you're there, look for a 'Manhole to Utility.' Normally, this would take you through the sewers to the area just outside the White House.

However, with Broken Steel installed and the quest “Who Dares Wins” active, there's a different path. Instead of heading outside, look for a door directly opposite the one that leads to the exterior. Go through this door, and you'll find yourself entering the Presidential Sub Level. This is the way forward for this particular mission.
