Learn about Residential, Commercial, and Industrial (RCI) zones in SimCity 2000. Understand their importance, the ideal ratio for city development, and how taxes affect zone growth.

Residential, Commercial, and Industrial zones are the foundation of your SimCity 2000 city, forming its population and tax base. Everything else in the game exists to support these RCI zones. Power and transit are also essential for a functioning city, but only RCI zones actually utilize transit.

The game aims for a specific internal 'golden ratio' of RCI zones, which shifts as your city's population grows. While the RCI demand meter offers a general guide, it can fluctuate due to random factors and may lag behind true demand during rapid expansion. For very small cities, aim for a population ratio close to 48% Residential, 11% Commercial, and 41% Industrial. As your city grows beyond 10,000 citizens, use the demand meters more closely, as they become more stable.

Key rules for zone ratios:

1. Residential (R) demand should generally be equal to Commercial (C) + Industrial (I) demand, meaning R zones should constitute about 50% of your city.
2. Industrial (I) demand is significantly higher than Commercial (C) demand at the start (over 3-to-1 at low populations). This ratio gradually evens out after 100,000 population, after which C demand surpasses I demand for the rest of the game.

Successfully developing your city hinges on adhering to the proper RCI ratio. You can overlook other aspects like crime or pollution with minimal consequences, as long as zones are powered and traffic congestion is manageable. If a zone type isn't developing despite high demand, it likely lacks a valid transit path to the other two zone types.
