The Lower Terrain tool in SimCity 2000 reduces the elevation of terrain one level at a time. It typically lowers terrain to a minimum of 50 ft. If you lower terrain below sea level, the resulting hole will fill with either fresh water or salt water, depending on how close the land is to any oceans in your SimCity 2000 map. Similar to the Raise Terrain tool, you can use this to create holes and valleys. It can also be used to create canals or waterways within your city for shipping or aesthetic purposes. As a landscaping tool, using it can become very expensive.
