Usually, it's about hitting a certain population target, maybe while also having a bit of cash in the bank. If a disaster strikes, you'll need to figure out what's most urgent. Fires are always the top priority – get those under control first! After that, or maybe even while you're still fighting fires, you'll want to deal with any rioters causing trouble.

When it comes to paying for all the repairs and dealing with the aftermath, your approach depends on your goal. If you're just playing for the win and don't care about the city afterward, go ahead and take out all the loans you need. But if you want to be able to come back to this city later and have it be somewhat functional, you'll need to be a bit more careful with your finances and try to set it up for future success.
