On September 28, 1998, Jill Valentine decides to make her 'last escape' from Raccoon City after being trapped for days.

You will encounter Dario Rosso, a salesman who aspired to be a novelist but was discouraged by his mother. His family died in the outbreak, and he sought refuge in a warehouse. By September 28, he refuses to help Jill and barricades himself in a storage container, preferring to starve than face zombies. Jill can optionally return in Chapter 4 to find his fate and a diary.

You will also encounter Brad Vickers, a S.T.A.R.S. helicopter pilot known as 'Chickenheart' for fleeing danger, notably abandoning comrades during the Spencer mansion incident. He later assisted by dropping a rocket launcher to destroy the T-002 Tyrant. Brad supported his team's reports on Umbrella's bio-weapons research but became a target. He kept a low profile and accepted the dissolution of S.T.A.R.S. by Chief Irons. By September 28, 1998, Brad is fighting through Raccoon City, stalked by a new threat to former S.T.A.R.S. members.

Nemesis, a Nemesis-T type bio-weapon, is a successor to the T-002 Tyrant, nicknamed 'the Pursuer'. It can follow commands and use weaponry. Deployed via helicopter into Raccoon City, Nemesis is equipped with a rocket launcher and its objective is to hunt and eliminate surviving S.T.A.R.S. members.

Marvin Branagh, an R.P.D. officer, prioritized his fellow officers' safety. He rallied them inside the police station to secure an escape route, but was grievously wounded by zombies. Jill finds him unconscious in Chapter 2. Hours later, Marvin regains consciousness to help Leon Kennedy and Claire Redfield escape but succumbs to the t-Virus.

Carlos Oliveira is a mercenary from an indeterminate South American country working for Umbrella's Biohazard Countermeasure Service (U.B.C.S.). He has no love for Umbrella, driven by a childhood of poverty and violence. His combat prowess led Umbrella to secure his release from POW status for his loyalty. Carlos upholds a moral code and tries to be compassionate. He rose to Corporal in the U.B.C.S. and was deployed to Raccoon City in late September 1998 to contain the undead and rescue survivors. His platoon was wiped out, forcing him and his remaining comrades to seek refuge in a streetcar.

Mikhail Victor is one of Carlos' U.B.C.S. comrades and a former Soviet Army soldier. After the Soviet Union's collapse, he continued his military career.
