You can't complete Metal Gear Solid: Portable Ops without allies. Every mission contains enemy soldiers, and you can't capture dead ones. To recruit, first knock out an enemy, then drag them to the truck (or a cardboard box) before they wake up. After completing or aborting the mission, they'll be in prison on the Squad Management screen. From there, you can view their skills, remove equipment, change their name, or dispose of them. After a few days, they will join your unit, a process that speeds up if you have a Politician in your squad.
Special conditions:
- Rescuing a captured soldier results in immediate recruitment.
- Unique Characters can be recruited, but require specific conditions to be met.

Cyber-Survival:
After gaining allies, use them in Cyber-Survival mode via a WLAN point. Rules differ from the main game. Assign equipment, send your unit online, and check their condition after 12 hours. Review battle reports to identify and fix issues. You may capture enemy soldiers, and some may join you willingly, even offering a gift like the Stealth Camouflage. However, losing means your soldiers can be captured, so avoid sending your favorite units into this mode.
