After defeating Fostin, he reveals that you need the Elevator Key to free Justy, the Mayor, and other citizens trapped in the Pre Gym's basement (a type of area you can access).

Speak to the boy located outside the Pre Gym. He will inform you that the suspicious individual who ran towards Phenac Stadium was an imposter.
