Alright, so you've just unlocked the Wanted Men system in Like a Dragon: Ishin! and need to find your first target, the 'Man in Tengu Mask, Tarobo'. Don't worry, it's a bit hidden, but I'll walk you right to it. First, we need to find the Wanted Men Headquarters itself.

Walkthrough: Finding the Wanted Men HQ

1. Head to the main entrance of Mukurogai, the one with the gate guard.
2. From there, go south and take the very first set of stairs you see on your left. Make sure it's not the red ones!
3. Follow the path as it winds around. You'll eventually come to a narrow section with posters plastered all over the walls on both sides.
4. Keep going straight through this poster-lined path.
5. Right after you pass the walls covered in posters, immediately turn left. You should see a door there – that's your entrance!

Inside, you'll meet Omatsu, who will introduce you to the whole Wanted Men gig. After a quick tutorial, you'll get your first bounty: 'Man in Tengu Mask, Tarobo'. The HQ itself is on the upper floor, near those walls covered in bounty posters.

1. Now that you've got your bounty, exit Mukurogai from the main gate.
2. Head west.
3. Take a right when you reach the end of the Scarecrow Chateau area, then immediately turn left.
4. Keep hugging the right wall until you reach Umekojicho.
5. Continue heading west, and you'll find the group of Tengu you're looking for right next to the Creepy Bar vendor. The pamphlet for this bounty (which you can re-check in your Completion List under Wanted Men > Jozo Tengu: Tarobo) will give you a general idea of the location if you get lost again.

How to Defeat the Man in Tengu Mask

This fight is pretty straightforward. You'll be up against eight Tengu enemies. The easiest way to handle this is to switch to your Wild Dancer Style. Keep spamming the Phoenix Frenzy () / ) ability, as it hits multiple enemies at once. You can just keep repeating this, throwing in an evade with a ( / ) whenever you see an attack coming your way to avoid taking damage.

Alternatively, you could use the Gunman Style and use the combo , , , , (, , , , ). This also does some decent area-of-effect damage, but honestly, sticking with Wild Dancer and Phoenix Frenzy is the simpler route to avoid getting hit.
