- 1Reach Breakthrough Camp: Head over to the camp. Once you arrive, your first move should be to climb the water tower ladder. From up there, you can survey the whole area with your binoculars. - 2Secure the area: From your vantage point on the tower, quietly snipe that Marksman. If you've got Jess Black with you, you can even have her do it. After that, climb back down and keep an eye out for a patrol moving to the right. Take him out and make sure to stash his body somewhere discreet, like behind the nearby rocks. Now, sneak over to the other side and deal with the cultist who's staring at a board. Again, hide the body behind those rocks. There's another cultist patrolling near this spot, so wait for him to get close and take him out quietly. This setup is perfect for Jess to handle the Judges stealthily when they're separated from the VIPs. Once the reinforcements show up, you'll need to switch to more direct tactics. Hop onto one of the structures to get a better firing position and start taking them down. After you've cleared everyone out, wait for Dr. Perkins to arrive. While you're waiting, definitely loot all the bodies for any useful supplies.
- 3Trap a roaming Judge Wolf: Dr. Perkins will have a plan: unassign any companions you might have with you, otherwise, they might spook the Judge and shoot it on sight. Head over to the pen and use the switch to open it, giving you access to the trough. Now, you'll need to grab the body of one of the VIPs you took down earlier and toss it into the trough. Don't leave the pen just yet! To your right, there's a stack of crates you can climb. Get on top of the highest crate and wait for a Judge to wander into the pen. This is your cue: quickly scale over the pen and hit the switch to trap it. Once that's all done, just chat with Dr. Perkins to wrap up the mission.
