Alright, welcome to the Whitetail Mountains! Your very first job here is to take back the Baron Lumber Mill, which is located to the east of where you are. The best way to start this off is by heading to the zipline in the hills northeast of the mill. Before you jump on, pull out your binoculars and scout the area. Keep an eye out for the Marksman chilling on the roof. Once you're sure the coast is clear, hop on that zipline!
When you land on the walkway, immediately to your right, you'll spot your first cultist. Take them out as soon as you get the chance and then drag the body somewhere less conspicuous, like near where you came in. Next, climb the ladder to the roof. Stick to cover here and move along, trying not to get spotted. There's another cultist patrolling below and on the roof. Wait for them to pass underneath you, then drop down and take them out silently.
From there, hug the right side of the area until you find a ramp leading up to the Marksman. Make absolutely sure no one's watching, then quickly get up there and take him down with a silenced weapon. After that, hop on the zipline to the next roof and deal with the cultist waiting there.
Now, climb down the ladder at the back of this building. You'll find a locked gate. Grab your silenced weapon again and shoot the lock on the other side to get through. Head up the stairs of the tower where the Marksman was, and then climb the ladder into the center of the compound. There's another cultist on the roof nearby. They patrol the walkway too, so wait for them to head back before you take them out.
That leaves just three more enemies. One will be patrolling below the roof you're currently on – a simple headshot with a silenced weapon should do the trick. Finally, take the nearby zipline down. Head right from where you land to take out the lone cultist guarding the area, and then you can mop up the last one patrolling around.
