Alright, after you wrap up 'Clean Water Act,' Mayor Minkler will hit you with another personal request. Your new objective: head east of the Henbane River and burn down the flowers at Jessop’s Conservatory. This is supposed to draw out a cult member, so gear up and make your way there. A helicopter would be super handy for this part.

When you get to the Conservatory, you might find it's already a Cult Outpost. If you've already cleared it, great! If not, you'll need to handle that first before proceeding with this mission. You can find directions for liberating outposts on a separate page.

    Burn the Bliss fields: To do this, you'll need a way to make fire, like a flamethrower (you can find one upstairs in the main house) or some Molotov cocktails. The other crucial step is shutting off the water supply to the fields. If you don't, your fire won't last long. Look for small sheds near two of the three Bliss fields – there's one field without a sprinkler system. Shut off the valve in each shed.

    Deal with cultists and Feeney: As soon as you burn the first field, expect cultists to show up. If you're quick, you might be able to burn the fields before they become a major problem. Once the last field is burning, Feeney himself will make an appearance, arriving by helicopter.
Tips
  • Grab a flamethrower from upstairs in the house or craft Molotovs to burn the fields.
  • Remember to shut off the water valves in the small sheds near the fields.
  • If you have a helicopter or have called in Nick Rye, be ready to take out Feeney's helicopter as soon as he shows up.

The best way to handle Feeney is to have a helicopter ready. As soon as his chopper appears, fly up and take it down. If you don't have a helicopter handy, you'll need to aim carefully with a rocket launcher and shoot him out of the sky. Completing this will finish the mission.
