After saving the hostage near Dutch's bunker or acquiring 125 RP, you'll receive the 'A Friend Indeed' mission. It's best to attempt this after clearing the second Cultist Shrine on the island.

Head northwest of the Silver Lake Boathouse. You'll find a resistance member being attacked by a cultist on a pier.

Swim to the pier and use your Binoculars to survey the area.

Take out the cultist near the resistance member with a headshot using your crossbow. You can steady your aim by pressing [L3].

Quickly dispatch the second cultist near the resistance member.
