Here's the deal: Harle can't be permanently recruited, at least not on your first playthrough. She joins you automatically when Serge switches bodies with Lynx and enters the Dimensional Vortex. She'll stick around as your guide and a party member for a bit. However, once you rescue Riddel, Harle will depart from your party.
