Strategy:

1. The Fugitive has 20,000 HP, significantly more than the angels encountered in Derris-Kharlan (around 8,000 HP).
2. Focus on performing combos on The Fugitive until it is defeated.

After the Battle:

1. Proceed to the south end of the room.
2. Go to the jail cells you were previously in.
3. Approach a cell to trigger a scene.
4. After the scene, you will receive the 'Chipped Dagger'.
5. Once you regain control, examine the blood stain on the floor to initiate a battle against another sub-boss.
