Talk to the Familiar Staffer outside the Guild in Ebel City to accept the mission. He will provide a tutorial on using Energy Hexes.

The Staffer gives you [PERFECT AID x3].

Navigate to the Back Alley on the world map. Look for the two dark hexes on either side of the Arena hex.

Engage enemies in these dark hexes. You will encounter Gremlins Lv 3 and Rogue Gunman Lv 4. Prioritize defeating humanoid Gunmen as they drop the required Energy Hexes. Use a Hero Action with the Handgun or stand still and shoot if bezels are low.

Once you have Energy Hexes, return to the world map. Press Square to enter hex placing mode. Select an Energy Hex from the top left of the screen.

Use the left stick to move the hex cursor and L1/R1 to rotate the hex.

Locate the covered hex between Ebel City and Rainy Bridge. Place an Energy Hex so that one end covers this blocked hex. Press X to snap it into place.

This action will yield your first treasure (two more Energy Hexes) and clear the path. Continue placing hexes to find more treasures and progress.

The mission is completed when you place an Energy Hex covering the blocked hex between Ebel City and the bridge.

Return to the Familiar Staffer to receive your reward and the Mission Complete message.

Go back inside the Guild and examine the board to receive the fourth mission.
