Because he's got a decent Monster Level (mLv) and he's just super easy to get to. You'll find him chilling north of the Frigid Highlands Waypoint, hanging out on the southern edge of that area. Just a heads-up, he's always 'Extra Fast,' and if you're playing on Hell difficulty, he's completely immune to Cold damage, so keep that in mind.
