You'll start near a restricted area for this Bounty Hunt. Your main goal is to bring the target back alive, so avoid killing them if possible.

Use your Eagle Vision to spot the target within the area. There will be a few Blighters, some police, and your target. You can thin out the guards if you want, but be careful not to alert the target.
