On the third floor, Professor Sycamore will greet you and then leave. Head right and speak with the scientist. She will check your seen Pokémon count and give you TM54 - False Swipe, useful for catching Pokémon.
After receiving the TM, speak with Professor Sycamore. Your rival and Shauna will arrive, and Sycamore will propose a Pokémon battle. When you are ready, talk to him to begin.

On the first floor of the lab, you'll meet Lysandre. Afterwards, head right from the lab and proceed down the road until you are stopped by a man due to a blackout in that area. Turn back and explore the boulevard.
Near a parked car, you'll find a restaurant. Continue down the boulevard, and you'll see an alley to your right that is inaccessible due to the blackout. Further on, you'll find the Lumiose Transportation Office on your left. Inside, you can learn about the city's transport, though none are currently operational. You can also speak with people on the second floor, but there's nothing particularly special.
Opposite the Transportation Office is Cafe Introversion. You can enter to talk with patrons, but there's no essential information.
Continue down the street to the Pokémon Lab. You can also explore Vernal Avenue, but we'll finish South Boulevard first. Further along, you'll find the Pokémon Center. Here, you can heal your Pokémon and exchange Poké Miles for prizes. The Poké Mart here sells the following items:

Opposite the Pokémon Center is the PR Video Studio. Inside, you can create and share PR videos. Speak with the receptionist to shoot your first video, choosing a style. After viewing your video, head past the counters and speak with the girl with pink pigtails to receive the Lens Case, which allows you to change your eye color. The room to the left allows you to customize your character's appearance for PR videos.
Continue down the boulevard. You'll reach a point with a street to your left and a blocked alley to your right. The alley is closed due to the blackout. To the right of the alley, you'll find Coiffure Clips, a hairdresser. You can get a haircut here before continuing.
