Advance Wars 2: Black Hole Rising introduced several new elements to the series. This section details the new units, terrain features, and Commanding Officers that players will encounter.

• New Unit: The Neotank, the most powerful tank in the game, developed by Black Hole.
• New Terrain Features:
  • Silos: Rocket-like structures that deal 3 damage to all units in a small area.
  • Pipelines and Pipe seams: Impenetrable barriers that can be destroyed at specific points to allow passage.
  • Black Hole Weapons: Unique weapons used exclusively by the Black Hole army, such as the Black Cannon.
• New COs: Hachi (Orange Star), Colin (Blue Moon), Sensei (Yellow Comet), Jess (Green Earth), and four new Black Hole COs: Hawke, Lash, Adder, and Flak.
