Advance Wars 2: Black Hole Rising introduced several new elements to the series. This section details the new units, terrain features, and Commanding Officers (COs) that players will encounter.

• New Unit: The Neotank, the strongest tank in the game, developed by Black Hole.
• New Terrain Features:
  • Silos: Throwable rockets that deal 3 damage to all units in a small area.
  • Pipelines and Pipe seams: Impenetrable pipes that can be destroyed at weak points.
  • Black Hole Weapons: Unique weapons used by the Black Hole army, such as the Black Cannon.
• New COs and CO Powers: Hachi (Orange Star), Colin (Blue Moon), Sensei (Yellow Comet), Jess (Green Earth), and four new Black Hole COs: Hawke, Lash, Adder, and Flak. All COs now have a normal CO Power and a Super CO Power.
