Advance Wars 2: Black Hole Rising sees the Black Hole Army launch a massive invasion of Macro Land, utilizing new weapons and four new COs under Sturm's command. The Allied Nations must unite to repel the invasion. The plot culminates in a final battle against Sturm and the Death Ray, with Hawke ultimately betraying Sturm to take leadership of Black Hole.

The game introduces the powerful Neotank as a new unit. New terrain features include Silos for area damage, impenetrable Pipelines, and Pipe seams. Black Hole also employs unique weapons like the Black Cannon. The game expands the roster of COs with Hachi, Colin, Sensei, Jess, Hawke, Lash, Adder, and Flak, and introduces both normal and Super CO Powers for most commanders.
