The Ferry Overlook shrine is accessible after defeating the Chapter 3 boss, proceeding through the tunnel, and exiting on the other side. Follow the path to the Ferry dock, turn around, and travel up the beach under the bridge. Defeating the maddened Li Dingo awards the Lustrous Red Feather. Note: Completing the Li Dingo questline normally will grant the Feathering longsword but not the Lustrous Red Feather.
