Walkthrough

    After defeating the final Team Rocket Executive and clearing Team Rocket from the Johto region, speak to the Radio Tower Director in Goldenrod City to receive the Rainbow Wing.

    Heal your Pokémon at a Pokémon Center.

    Fly to Ecruteak City.

    From the Pokémon Center in Ecruteak City, go north to find a pond. Enter the building to its west.

    Inside the building, go north, downstairs, then north, upstairs, and finally east to exit outside.

    Follow the linear path through the trees to reach the Tin Tower.

    Tin Tower - 1F & 2F: On 1F, go to the north side to reach the next floor. On 2F, go to the south side to reach 3F.

    Tin Tower - 3F: Upon entering 3F, go west over a bump (ledge) to find a Full Heal. Use the northeast bump on that platform to return. Continue east and jump over the next bump to another platform. Go north across several bumps to the central pillar. West of the pillar are two more bumps. After landing at the west wall, go north and cross a series of bumps to the northeastern part of the room, where a ladder leads to 4F.

    Tin Tower - 4F: From the first path divergence, go south. At the second divergence, you can go west for an Ultra Ball or south for a Super Potion. You can only get one now and must backtrack later for the other. Follow the linear path to the southwestern portion of the room to find an Escape Rope and another ladder. Go northeast from the Escape Rope, cross two bumps, then go north and cross two westbound bumps to the northwestern part of the room. You can climb the ladder here to 5F, or go northeast of the ladder and use the bumps to return to the start of the floor to backtrack for the missed item (Ultra Ball or Super Potion).

    Tin Tower - 5F: Start in the northwest corner. Go north and east to find a series of bumps.
Tips
  • This quest is version-exclusive: In Pokémon Gold Version, you receive the Rainbow Wing to find Ho-Oh. In Pokémon Silver Version, you receive the Silver Wing to find Lugia.
  • Capturing Ho-Oh is optional. You can proceed to Blackthorn City via Mahogany Town and the Ice Path instead.
  • Consider catching Ho-Oh now rather than waiting until after obtaining the eighth Johto Gym Badge. Waiting may cause Ho-Oh to become underleveled, and the other legendary Pokémon (Lugia in Silver, Ho-Oh in Gold) encountered later is Level 70, making it harder to capture. Legendary Beasts may also Roar and disappear.
  • The Master Ball from Professor Elm in New Bark Town can make capturing legendary Pokémon easier, but it is recommended to use it on the Legendary Beasts if you encounter them.
  • The recommended party level is 42+. Eevee's party at the time of this encounter includes Typhlosion (Level 56), Gyarados (Level 42), Bellsprout (Level 3), Sandshrew (Level 6), Poliwag (Level 10), and Pidgey (Level 14).
