After defeating the final Rocket Executive atop the Radio Tower and ousting Team Rocket from Johto, you will receive the Silver Wing from the Radio Tower's Director. This item allows you to travel to the Whirl Islands off the coast of Cianwood City to find the legendary Pokémon, Lugia.

Note: Version-Exclusivity / Optional Quest

The quest for Ho-Oh and Lugia is largely version-exclusive. In Pokémon Silver Version, you receive the Silver Wing and must go to the Whirl Islands to encounter Lugia. In Pokémon Gold Version, you receive the Rainbow Wing and go to the Tin Tower for Ho-Oh. These quests are optional and can be postponed. It is recommended to attempt these quests after obtaining the eighth Johto Gym Badge, as Professor Elm in New Bark Town will give you a Master Ball, which can aid in capturing the legendary Pokémon. However, it may be beneficial to capture them sooner to prevent them from becoming underleveled and to avoid facing the Level 70 version of the other legendary later.

Walkthrough

    Heal your Pokémon at the Goldenrod City Pokémon Center.

    Fly to Cianwood City.
  3. 3
    Surf east of Cianwood City to find the four Whirl Islands.

    Assume you are entering via the northwest island. A whirlpool blocks the path in the northeast corner; use the Whirlpool move to cross it and land on the island. Enter the nearby cave.

    Inside, go down the ladder to the lower area.

    Go down the nearby staircase and south to collect a Full Restore.

    Return to the ladder, then go south on the raised ledge to another staircase. Go down it. To the west, examine a lone rock in the corner to find another Full Restore. North of that is a Carbos.

    Return to the staircase, go southeast, and up the next staircase. Follow the path to a ladder. Use it to reach a secluded area with a Max Elixer and a Max Revive.

    Return to where you found the first Full Restore. Jump over the ledge to the east.

    Follow the path along the ledge to a staircase going down. Go down and west to find a Nugget.

    Go east, hop over two ledges, and use the ladder to find an Ultra Ball in a different area.

    Backtrack to the previous area. Go north from the ladder and examine the empty space near the dead end to find a Rare Candy.

    Go south from the ladder, west over a ledge, then further west and south over another ledge.

    Further south, you'll find an Escape Rope. Grab it, then go southwest and use the ladder.

    In the next area, you will see water. The cave entrance to the south leads outside to the southwestern Whirl Island.

    If you Surf east across the water instead, you will find a Guard Spec. on the other side and another ladder.
