You'll need to take them all out. Once they're dealt with, you can grab the "Cache" from one of the shipping crates. There's another crate there too, full of other containers with loot.

With the cache secured, it's time to head back and see Thrasia. You might be thinking she set you up, but it turns out the loot was exactly where she said it would be. This means either she's not great at planning ambushes, or you might have misjudged her. Return to the wind farm and talk to her. She'll explain that she didn't exactly set you up; she just never mentioned that she wasn't selling you the navpoint exclusively. After a bit of dialogue, she'll offer you a discount at her store. This will wrap up the quest, and you'll get 29 AVP, +2% Kadara viability, and 530 XP.
