What Goes Around: When you get to the location, don't just rush in. Park your vehicle a little ways off and get your stun gun ready. Josef is usually the one holding people at gunpoint, so he's your first target. Zap him with the stun gun, then switch to a regular firearm to finish the job.
When you get close to the barn, Joe's gonna make a run for it on a tractor. It's tricky, but you can try to shoot him off the tractor before he gets too far. If you miss that window, don't sweat it. You can also stop the tractor, stun him, and then finish him off.
No Migration: Josef is pretty stationary at first, making him an easy target. He'll stand his ground long enough for you to deal with him. Joe, however, is a different story. He'll bolt on a tractor as soon as you get near the barn.
