    After acquiring a Stellar Bay Navkey (either by buying from Gladys during Passage to Anywhere or completing Long Distance for the Board), return to the Unreliable.

    Speak with ADA to contact Phineas. He will instruct you to travel to Monarch and find an Information Broker named Hiram Blythe.
