After you've sorted out your attributes, you'll move on to skills. These are grouped together based on your attributes, but unlike attributes, these groups actually matter for how you invest points early on. You'll be putting points into the skill groups first, not individual skills. Once a skill hits 50, it stops leveling up with group investments, and then you can start putting points directly into that specific skill.
For example, with this build, you'll start with Persuade at 20, Lie at 13, and Intimidate at 13. As you dump points into the 'Dialogue' skill group, all three of those will go up. When Persuade hits 50, it won't budge anymore from group investments, but Lie and Intimidate (which should be around 43 by then) will keep climbing until they also hit 50. So, it's pretty easy to get good at a bunch of skills, but becoming a true master of any single one takes a bit more effort.
When you first start the game, you get to put two points into skill categories. Each point you invest will bump up all the skills in that group by 10. Later on, when you level up, you'll get 10 skill points to spend. These points will only increase skill groups or individual skills by 1 point each.
