    After hearing a mysterious message, proceed past the radio and grab the [DESPAIR PAINTING].

    Exit the Police Station the same way you entered. Be aware that any enemies previously chasing you may still be nearby.

    To the north of the police station, in front of a house, find and open a [BIRDCAGE 1/5]. This will trigger a short (cutscene (a non-interactive cinematic the game plays automatically)) and give you a new objective: Set all of the birds free.

    Explore the lot to the right of the Police Station. Past the open chain fence, near a tree, find the [EVIDENCE 2] photo.

    Head east to find a SUBWAY (marked by a blue line on the (minimap (the small circular map in the bottom-left corner of your screen))). Enter to find a copy of the Silent Hill map.

    In the terminal, find the [SUNRISE PAINTING].

    To the right, there is a hole in the wall leading to an area with two locked doors. This area can be explored later.

    Climb the ladder and head right to find the [EVIDENCE 1] photo.

    Pull out the bed near the body to find a box containing a [MONEY BOX], [LOCKET], [WAR MEDAL], and [GOLD WATCH]. This gives you a new objective: Return the stolen items to their rightful owners.

    Exit and enter the other apartment door in the hallway.

    In the living room, place the [LOCKET] on the table to stop the crying.

    Exit the apartment and head downstairs.

    Enter the room you skipped earlier and go into the bedroom. Find [PISTOL BULLETS] in the drawers.

    Head back out to the hallway and down another flight of stairs.

    Enter the door to the right. Pick up the picture for the [WONDER PAINTING].

    In the bedroom, find the medal case on the tables and place the [WAR MEDAL] in it to return the last item.
Tips
  • There is a known glitch that allows you to duplicate the First Aid Kit found in the drawer upon entering the Hillside Apartments. Dash towards the drawer as the screen fades to black when entering the room, and the medkit may still be present after the (loading screen) loads.
  • You should receive the 'Neighborhood Watch' Bronze trophy after returning the War Medal.
  • After returning the stolen items, you can go back to the thief's apartment to find the body is gone.
