    Accumulate 25,000 Hyperspace Survey Points by exploring Hyperspace portals.

    Return to Philippe at the Rust Syndicate Office to perform a special scan.

    Hope that the scan reveals an “Unknown” portal, which is where Legendary or Mythical Pokémon like Meloetta can be found.
