Salieri gives Tommy the keys to his Lassiter V16 Roadster. Tommy is instructed to drive Salieri to Pepe's restaurant. The restaurant is located on the north side of the block south of the block marked with "N" of "NEW ARK" on the in-game map (accessed by pressing Tab).
