The newest addition, the Interdimensional Frost Dragon, is on the Artificial Island and requires you to be level 50 and have finished Chapter 2 of the main story. Don't worry too much about out-leveling them; the bosses scale up to keep things challenging, especially if you're teaming up with friends.
A quick heads-up: to actually grab the loot from a defeated world boss, you'll need a yellow quality data access card. You can fight them multiple times a day and still get the chest loot as long as you've got a spare card. This is super important for farming matrices and trying to snag those SSR weapons you've been wanting for your builds.
