While the infected are a constant threat, human factions in The Last of Us Part II pose a more calculated and varied danger. These groups, driven by their own ideologies and survival instincts, employ tactics, weaponry, and coordination that demand a different approach than facing the mindless hordes of the infected. Understanding their behaviors and strengths is key to overcoming them.

The primary human antagonists Ellie encounters are the Washington Liberation Front (WLF), often referred to as the 'Scars.' These are a militaristic faction with a strong presence in Seattle. They are well-equipped with firearms, including pistols, rifles, and shotguns, and often wear body armor, making them resilient to damage. The WLF are highly organized, employing flanking maneuvers, suppressing fire, and using tactical grenades. They communicate with each other, calling out player positions and coordinating attacks. When engaging the WLF, stealth is paramount. Use cover extensively, use Listen Mode to track their movements, and prioritize taking down isolated enemies. Headshots are crucial for quickly dispatching them, especially those with armor. Another significant human faction is the Seraphites, also known as 'Scars' by the WLF. These are a religious cult with a more primitive but equally dangerous fighting style. They often wield melee weapons like axes and machetes, but also use bows and arrows, which can be deadly from a distance. Seraphites are known for their agility and their ability to move silently through the environment. They often employ ambushes and surprise attacks. Their reliance on stealth means you need to be constantly aware of your surroundings. Listen Mode is vital for detecting their approach. While they may seem less technologically advanced, their ferocity and numbers can be overwhelming. Their bows are particularly dangerous, so prioritize eliminating archers first. Using Molotov cocktails or pipe bombs can be effective in flushing them out of cover or dealing with groups.

Beyond these two major factions, you will also encounter isolated groups of Rats, often desperate survivors or petty criminals. These enemies are typically less organized and may have less advanced weaponry, but they can still be dangerous, especially in numbers. They might use improvised weapons or scavenged firearms. Their unpredictability can make them a threat, and they are often found in smaller, more confined areas, making stealth and careful engagement important.
