Water is loud when you splash around in it. This occurs when you try to swim quickly, or jump into the water. Try not to do it too often. Swim slowly (using your WALK key).
Also note that, while you can swim carrying someone you have to rescue (ie: Basso in Mission Two), you cannot dump bodies in the water to "hide" them. They drown, and that counts towards you killing someone.
