The player, a newcomer to Los Angeles, receives a call from Booke, the LA City Champ, to meet at Carney's Express Limited.

The player chooses one of three starter cars: a 1998 Nissan 240SX, a 1983 Volkswagen Golf GTI, or a 1988 Volkswagen Scirocco.

As the player builds reputation, they unlock the ability to become City Champ.

Karol informs the player that Booke is back as City Champ, prompting races against regional opponents.

After defeating the regional opponents, Booke challenges the player to a race at the Standard Hotel, which is the City Champ race.

Upon winning, the player becomes City Champ, and championship races for all five vehicle classes open up.

The player must then defeat the Champs of each vehicle class: Oswaldo, Julian, Lester, Pete, and Marcel.

After becoming City Champ, Booke proposes a business venture: earning $1 million to co-own his garages, granting the player free access to garage items. This also impacts Doc's South Central garage.
