The plot of Midnight Club: Los Angeles follows a man from the East Coast who moves to Los Angeles. Known only as "Player," he begins his journey after a call from the Los Angeles City Champ, Booke, who instructs him to meet at Carney's Express Limited. Here, the player can choose one of three starting cars: a 1998 Nissan 240SX, a 1983 Volkswagen Golf GTI, or a 1988 Volkswagen Scirocco.

As the player gains reputation, they can become the City Champ and excel in each car type. The first major goal is to become the City Champ. Karol contacts the player about Booke's return as City Champ, prompting races against regional opponents. Upon defeating them, Booke expresses his admiration and challenges the player to a race at the Standard Hotel, which serves as the City Champ race and one of the final Career mode races. Winning this race not only makes the player the City Champ but also unlocks other championship races. Subsequently, the Champs of all five vehicle classes—Oswaldo, Julian, Lester, Pete, and Marcel—challenge the player.

Following the City Champ victory, Booke proposes a partnership: the player must acquire $1 million to co-own his two garages. In return, the player gains access to all vehicles in the garages for free. This proposition also extends to Doc's South Central garage, though it's not explicitly stated in-game.
