Follow your Quest Marker to Delbert Winter's home. The game will point you right where you need to go. Don't worry about getting lost; just keep an eye on that marker.

When you find Delbert dead on the floor, loot his body. Yeah, it's a bit grim, but you need to check him for anything useful. This is Appalachia, after all.

Check his computer terminal. It'll be nearby. Interact with it to see what information Delbert left behind.

On the terminal, choose the 'Volunteer Training' option. This is your first step in actually getting trained as a Responder.

Head outside and look for either a Brahmin or a Brahmin corpse. You'll need to find one of these gentle giants, or what's left of one. Keep your eyes peeled; they're usually around.

When you find/kill one, take its meat. If you find a corpse, great. If not, well, you might have to make one. Grab the meat.

Take the meat to the Cooking Station (down the street from the Command Post). You'll need to find a Cooking Station. The quest will likely guide you, but they're usually found in settlements or near Responder outposts.

Cook the meat. You will obtain a Ribeye Steak. Use the Cooking Station to prepare the Brahmin meat. This turns it into a proper meal.

Once you have the meat, return to the Self-Serve Kiosk. This is another key Responder facility you'll need to locate.

At the Kiosk, select the 'Complete Training' option. You're almost done with this part of your training.

Return to the Command Post. Head back to where you've been doing your Responder business.

Find the Responders Database Terminal. There's another terminal here you need to interact with.

At the Terminal, select 'Volunteer', and 'EMERGENCY: Contact Responder's HQ'. This is the final step to officially complete the chapter and let HQ know you're ready.

Tips

Don't be alarmed when you find Delbert. It's part of the story and how you'll progress.
Brahmin can sometimes be found wandering in small herds. If you can't find a corpse, you might have to hunt one down.
Cooking stations are essential for survival and quests like this. Make sure you know where to find one.
The Self-Serve Kiosk and Command Post are important Responder locations. Familiarize yourself with them.
