This substory pops up after you've finished the main story, and here's the kicker: you'll need to use the Dragon Balls to wish back Androids 19 and 20 for it to appear. Once it's active, you'll find it waiting for you in the North Mountains Area.

Now, a heads-up: even if you bring your best buddies along as support characters, you're going in solo for this fight. It's just you and Goku against both Android 19 and Android 20.
