Once you have the blueprints and the parts (which you can also buy or find in red chests), you can develop them at your desk back at your place.

But when you're just cruising, you can equip one 'delivery gadget' and one 'auxiliary gadget' yourself. Open your journal, go to the Inventory tab, and pick your loadout. Delivery gadgets are usually activated with the Square/X button, and auxiliary ones (like Time Control) with Circle/B. Experiment and see what works best for you!
