Explore the Sumerian government in Age of Empires IV, from councils of elders and lugals to early forms of democracy and courts of justice.

Initially, each city in Sumer was governed by a council of elders. During times of conflict, a war leader known as a lugal was chosen to command the army. Over time, these lugals gained power, becoming kings and establishing dynasties.

Evidence suggests that the Sumerians may have initiated steps toward democracy by electing a representative assembly. This assembly comprised two houses: a senate composed of important citizens and a lower house of individuals available for military duty.

Preserved clay tablets indicate that the Sumerians established courts of justice, offering fair trials. One recorded tablet details the oldest murder trial known to history.

The majority of food production and distribution was managed through the temple. A noble class emerged, distinguished by land ownership, control over land, and manufacturing capabilities. Most trade and manufacturing operated independently of the temple's control.
