The king was the chief administrator of the government, with local provincial governors assisting him. The palace was the central location for government activities. Advisors would consult omens before making significant decisions.

Provinces and vassal cities were obligated to pay taxes and tribute. This tribute could be in the form of food, goods, gold, labor, military supplies, and soldiers for the army. During the New Empire period, an extensive network of roads and grain depots was constructed to facilitate faster communication and the movement of armies to areas experiencing trouble.
