Alright, so you're making your way through Agroprom and trying to find that stash marked in Fang's PDA. You'll get a little detour here, as you'll be prompted with the mission 'Talk to the outpost commander - Agroprom' as soon as you enter Agroprom from the Garbage. Basically, a Duty checkpoint will stop you, and they'll send you to talk to their commander. He's right there in the middle of the road, so just walk up to him. Once you get close enough, the mission will complete. He'll tell you that your gear isn't quite up to snuff for the area and then direct you to go with one of his squads to see their leader. After that chat, you'll get a new task: 'Talk to the leader of Duty'.
