After the opening sequence, exit the room and make your way down the stairs. Counter and melee combo the two unarmed attackers.

After the following scene, you will be outside. A gang member will drop a smoke bomb and run up the side of the building. Chase him across the rooftops, avoiding the smoke bombs he drops behind him.

When he dives into a haystack, he will climb a wall. Instead of following him, use the rope lift to the right of the wall to reach the rooftop. Tackle him for a scene.

If you miss him, catch up to him. If you fail to catch him quickly, he will meet up with friends and the three will attack you. Defeat them for a scene.

After the next scene, head to the large green mission area marker on your map to start a Gang Headquarters takeover. The objective is to not get shot.

Sneak into the restricted area, use Eagle Vision to locate the leader, and kill him. Avoid open conflict, as it will cause the leader to relocate.

There are three snipers in the area: one on the northern rooftops, one on the southern rooftops, and one to the west. Take them out strategically. Circling around and approaching from the north is recommended.

Climb to the northern rooftop and take out the sniper. Use ropes to reach the building above the flag and use sleep darts on the sniper on the next rooftop.

Look down into the courtyard and use Eagle Vision to spot the leader. Tag him and perform an air assassination as he walks below.

Quickly climb back to the rooftop and drop to the platform with the flag. Re-sleep the sniper if necessary and wait until you become anonymous. Interact with the flag to end the takeover.

After another scene, follow a new character through the streets.

Walk up to a nearby fellow and give him money to renovate a building.

Tips

The smoke bombs dropped during the chase will stun Shay if run into. Find a route around them.
