Blackmail in Whitechapel

Head northwest of the hospital across the bridge to Whitechapel Street. Look right to find a ledge you can teleport to.

Defeat the level 18 Skal on the ledge using the Barbed Cudgel to stun-lock it. You will receive a Wet Boot Boys Note, which unlocks a hint about Albert Palmer and starts the Promising Recruit investigation.

Go up the alley to face three Priwen, including a Brawler with a shotgun and a Fire Executioner.

Head up the steps to the right to find a door leading to an Abandoned Investment Property.

Grab 5/- from a low cupboard just inside the door.

Continue up the stairs to the top floor, as the first landing door is locked.

Defeat the Skals feeding on corpses in the top floor room.

Search one of the bodies for a Petition Letter, which unlocks a hint about Cadogan Bates.

Loot a container and grab 5/- from a shelf before dropping through the hole in the floor.

Defeat the Blinker Skal trying to break through a door. You can sneak up on it, stun it, and use your Barbed Cudgel.

Unlock the door to the landing, loot the containers, and then open the door the Skal was trying to get through.

Approach Cadogan Bates. You will earn 50XP for his rescue.

Grab 5/- from next to the sink and loot containers.

Look on the bed for a Text in Braille, which starts the Occult Oculus investigation.

Exit the building and head up Whitechapel Road. The next location for the Wrong Target investigation is nearby.

Go through the gate further up the street to find two Priwen Rookies and a Brawler.

After defeating them, enter the open building in front of you.

Search the lockers for Bullet (x12) and Shotgun Shell (x8) ammo. Loot the three containers.

Head upstairs, kill the Priwen Rookie, grab more bullets from a locker, and loot containers.

Search the safe for lore: The Great Hunt: Hail to Our Fallen Comrades (7/30).

Search the table for a Report About Pembroke, which updates the investigation, and a Used Priwen Stake (3/11). This stake has a significantly higher Stun value than the one from the start of the game.

Back in the street, look up to see a ledge you can teleport to, leading to a Hideout. Loot it and drop down.

Defeat the Priwen on the other side.

Enter the abandoned building slightly south to find 5/- on a table.

Return to Pembroke Hospital and find Thelma Howcroft. Select "About the men who were tracking you?" / "It was a misunderstanding" to receive a Watery Rich Blood Sample and 150XP.

Head north up Whitechapel Road again. When you reach a bridge, you will hear voices from below.

Defeat the two Priwen Rookies and Fire Executioner below the bridge. Find weapon upgrade components in a container.

Head southwest down the alley to find your first Beast-type enemy near a one-way gate. Defeat it.

Loot the soldier's body for Bullets.

Go back up to street level. You will face three Priwen Rookies and Roger "The Wall", a named Brawler resistant to melee and firearms damage.

After defeating his buddies, wear down Roger "The Wall".

Search the area where you fought Roger "The Wall" for containers and 5/- on a barrel.

Go through the gates to the west to complete your current objective.

Head along the alley. Turn right and down a blind alley to find a platform you can teleport to. Search the crate for a Large Box of Pills.

At the bottom of the steps, look up and teleport to a balcony.

Drop into an enclosed yard, loot a bin for weapon crafting parts, and enter the building to find 5/-.

Continue southwest to find Albert Palmer.

Do not select the green option to turn in the sidequest. Select "Your life in London?" / "Did you steal that man's medication?" to unlock a hint about Benjamin Palmer. You can treat Albert's Fatigue.

Find Albert's father, Benjamin Palmer, wandering in the alley.

Select "You should read this letter" to complete the Promising Recruit investigation. You will receive 50XP and a Swanborough Cordial.

Select "Personal questions" / "Tell me about the war?" / "Those are barbaric methods" to unlock another hint. Benjamin has a migraine, but you cannot treat it right now.
